GPS Locator for senior

Purchased lem5 hoping to use as locator for a wandering senior, GPS hardware does function, I am able to see it (sat view on watch) after using MTK tools.

Android Device Manager gives spotty (uncertain) data. I get good location while on WIFI but suspect its a WIFI fix rather than GPS. I do have location/GPS “on”.
Unfortunately my Googles seem to find only sales links.
Can anyone direct me to info on SUPL settings, in case my problem is time to get fix.
If anyone knows of a good app which will turn on GPS and send coordinates after receiving SMS text, I would be most grateful.
The desire to leave GPS off until receiving text is to prolong battery life. 
I prefer not to root, but realize I may be in a an area that Android security is providing protection to most users.
Have any readers messed with Automate, MIT app Inventor ect?

there are so many, but you can also use google account with the registed device to locate but you need to make sure that the gps is always on.
